House Passes Stoppage Bill To Avert Government Shutdown


In order to prevent a government shutdown, the House of Representatives passed a stopgap bill on Tuesday. This action set the stage for a larger funding battle in the upcoming year.

The measure will then need to be approved by the Senate. According to a White House official who spoke with CNN, President Joe Biden is ready to sign the bill should it pass the Senate. Currently scheduled to expire on Friday, November 17, at the end of the week, is government funding.

With 209 Democratic votes, the stopgap bill was approved by the House 336 to 95, a bipartisan vote that should serve as a warning to newly elected House Speaker Mike Johnson.

Two Democrats and ninety-three Republicans opposed the bill.

Johnson is pursuing an odd two-step plan that would establish two new shutdown deadlines in January and February, marking the first significant test of his leadership.

The bill would fund the Energy Department, housing, transportation, veterans’ affairs, military construction, and veterans’ affairs until January 19. Everything not addressed by the first step would be funded through February 2 for the remainder of the government. The plan excludes any further funding for Ukraine or Israel.

The proposal would allow legislators more time to try to work out and approve full-year spending bills, though it would be difficult and complicated due to significant partisan differences. Johnson has maintained that his proposal would stop Congress from approving a large spending bill in December, a situation that has frequently occurred when legislators have had a deadline just before the winter break.

If the Senate passes the government funding bill that the House approved, President Joe Biden is ready to sign it, a White House official said on Tuesday.

“If it passes the Senate, the President will sign this continuing resolution that maintains current funding levels and has no harmful policy riders,” the official said.
